What should a pressure washing invoice include?
Your business name and contact details, your sales tax license number if your state taxes the work, the customer and the property address, an invoice number and date, the date you washed, and one line per surface: the house, the gutters, the roof, the driveway, the patio, the deck, each with its measurement (square feet or linear feet) or a flat price. Put the sales tax on its own line when only some surfaces are taxed, then the total, the due date and how to pay. The example: $855.15 for one Pittsburgh house, $38.15 of it Pennsylvania sales tax on the house wash and the gutter faces.
Line items pressure washing companies actually bill
- House wash, flat or by the square foot of siding, with the method (soft wash or pressure) and the siding type.
- Roof soft wash and gutter faces (by the linear foot) or gutter clean-out.
- Flatwork: driveways, sidewalks, patios, pool decks, by the square foot, with sealing or post-treatment on its own line.
- Decks and fences, wash and brighten, staining billed separately.
- Commercial work: storefronts, dumpster pads, parking garages, fleet washing.
- Sales tax as its own line when your state taxes some surfaces and not others.

How the example adds up
| Part of the invoice | Unit | Amount |
|---|---|---|
| House wash, vinyl siding (taxable) | flat price | $425.00 |
| Gutter faces (taxable) | 160 ft × $0.75 | $120.00 |
| Concrete driveway (not taxed) | 960 sq ft × $0.20 | $192.00 |
| Back patio pavers (not taxed) | 320 sq ft × $0.25 | $80.00 |
| PA sales tax, Allegheny County 7% | 7% of ($425 + $120 = $545.00) | $38.15 |
| Total due | $425 + $120 + $192 + $80 + $38.15, by Nov 2 | $855.15 |
Four what-ifs on the same prices. Billed as one $817 line, the whole job is taxed: 7% of $817.00 = $57.19, $874.19 in all (the same total if the Department treated the flatwork as taxable). The same house in Philadelphia: 8% of $545.00 = $43.60, $860.60. In Dallas, Texas, every line is taxed: 8.25% of $817.00 = $67.40, $884.40. In Florida, no tax line: $817.00. The company, the customers, the license number and the prices are made up for the arithmetic.
In InvoiceSnap. The tax is a line of its own and Tax % stays at 0, because the form's tax field would tax every line, including the driveway and the patio. The license number goes in the License field, which prints under your name.
Pennsylvania: the house is taxed, the driveway isn't named
The rule. 61 Pa. Code §60.1 sits in the Department of Revenue's chapter titled "SALES AND USE TAX PRONOUNCEMENTS—STATEMENTS OF POLICY" (chapter 60); its source note ends "amended March 10, 2006, effective March 11, 2006", and the Code site shows changes "effective through 56 Pa.B. 5370 (August 8, 2026)". It defines building cleaning services as "The performance of services which include the removal of dirt, dust, grease or grime on a building or inside of a building and the keeping of the building and its contents in a clean, neat, polished or orderly appearance." Its list of building cleaning services includes "Siding or exterior cleaning of a building, including the pressure washing of a building." The state's business portal: "Residential and commercial building cleaning services are subject to sales tax in Pennsylvania."
Gutters and roofs. A building is "A structure which usually has a roof and walls and is intended to be permanently affixed to real property." The Department's answer 459 (updated 03/03/2026), on snow removal: "If the snow removal is from a roof and/or gutters, sales tax is to be charged, as that would qualify as taxable" building cleaning and maintenance. The example taxes the gutter faces on that basis.
Driveways and patios. Not named. The rule's list of services that are not building cleaning includes "Exterior building painting.", "Sandblasting real property; pointing of bricks." and "Driveway sealing." The example leaves lines 3 and 4 untaxed as flatwork that isn't a building; see "Where the rules don't line up".
Separate lines. "The failure to separately state taxable building maintenance services or building cleaning services from other nontaxable services on the invoice requires the charging of tax on the total invoice amount." That sentence is why the example's house and flatwork are on different lines.
Rate and supplies. The Department of Revenue: "The Pennsylvania sales tax rate is 6 percent. By law, a 1 percent local tax is added to purchases made in Allegheny County, and 2 percent local tax is added to purchases made in Philadelphia." Detergents are taxed to you: §60.1 lists "Cleaners and soaps." among the property taxable when you use it. The same rule is behind the roof and gutter line on the snow removal invoice template, and exterior painting is outside it (painting invoice template).
Texas taxes it, Florida doesn't
Texas. The Tax Code lists "building or grounds cleaning, janitorial, or custodial services" as a real property service (§151.0048(a)(4)). The Comptroller's publication 94-111 (10/2006): "Pressure washing buildings, sidewalks, and parking lots is taxable as building or grounds cleaning (see Rule 3.356, Real Property Services)." "Tax is due on the charge to clean a home, office, warehouse, garage, restaurant, or any other building, or a swimming pool." Rule 34 TAC §3.356 defines "Residential or nonresidential building or grounds cleaning, janitorial, or custodial services--The activities of keeping the inside and outside premises of a building clean, orderly, and functional" and names "cleaning or washing sidewalks, parking garages, or parking lots". On rates, §3.356(k): "Generally, service providers must collect local sales taxes if their place of business is within a local taxing jurisdiction, even if the service is actually provided at a location outside that jurisdiction." The Comptroller's city rate table lists Dallas (Dallas Co) at .082500 total, used in the what-if.
Florida. The statute taxes "Nonresidential cleaning, excluding cleaning of the interiors of transportation equipment, and nonresidential building pest control services (NAICS National Numbers 561710 and 561720)." (s. 212.05(1)(i)1.b., F.S., 2026). Rule 12A-1.0091 (last amended 1-12-11): "Pressure cleaning (power washing) of the exterior of a building, or of parking lots or parking structures, is not taxable as a cleaning service." "Residential cleaning services are not taxable." Exterior windows on a commercial building are the catch: the rule's taxable list includes "Window cleaning (interior or exterior)".
Where the rules don't line up
- Pennsylvania driveways, patios and walkways. §60.1 taxes cleaning "on a building or inside of a building" and lists "Driveway sealing." as not building cleaning, but never mentions washing a driveway. A search of the Department's answer center for "power washing" returned no results on October 25, 2026. The example's untaxed lines 3 and 4 are our reading; taxing them would add $19.04 (7% of $272.00).
- Pressure washing vs. sandblasting in Pennsylvania. Pressure washing a building is taxable building cleaning; "Sandblasting real property; pointing of bricks." is listed as not building cleaning. Soda or media blasting a house sits between the two, and the rule doesn't say which side.
- Decks and fences in Pennsylvania. A deck attached to a house has no roof and walls of its own. Whether washing it is cleaning "on a building" isn't addressed.
- Texas driveways. Publication 94-111 names "buildings, sidewalks, and parking lots" and §3.356 names sidewalks, parking garages and parking lots. A home driveway isn't named in either; the Texas what-if taxes it as grounds cleaning under the rule's "outside premises of a building" wording.
- Florida's definition vs. its list. Rule 12A-1.0091 defines taxable nonresidential cleaning as services for "a nonresidential building interiors", then lists "Window cleaning (interior or exterior)" as taxable. Subsection (4) settles pressure washing; exterior window cleaning on a commercial building stays on the taxable list.
- A statement of policy, not the statute. §60.1 is the Department's statement of policy. We did not read the underlying Tax Reform Code definitions for this page.
What we did not check
- Wisconsin (no Department page found that names pressure washing) and every state not named above; Florida county surtax.
- Which Pennsylvania county's local tax applies when the shop and the house are in different counties; Texas sourcing for equipment and fleet washing under Rule 3.292.
- Pennsylvania's Tax Reform Code text behind §60.1; vehicle, boat and fleet washing in any state.
- Wash-water runoff and stormwater rules, local permits, licensing and insurance requirements.
- Typical pressure washing prices; the example's are made up.
This is a summary of 61 Pa. Code §60.1 and the chapter 60 contents page, the PA Business Hub cleaning businesses guide, the Pennsylvania Department of Revenue's sales and use tax page and answer 459; Texas Tax Code §151.0048, 34 TAC §3.356, Comptroller publication 94-111 and the Comptroller's city rate table; and Florida Statutes s. 212.05 (2026) and Rule 12A-1.0091, as read on October 25, 2026, not legal or tax advice. Check with the Pennsylvania Department of Revenue, the Texas Comptroller, the Florida Department of Revenue, or your accountant.

FAQ
How do I make a pressure washing invoice?
Give every surface its own line. For square-foot pricing, put the square feet in Qty and the rate in Price (960 × $0.20 = $192.00); for a flat house wash, Qty 1. Write the method and the surface in the description (soft wash, surface cleaner, vinyl, pavers) so the customer sees what was done. If only some lines are taxable, work out the tax on those lines and add it as its own line, leaving the Tax % field at 0. In InvoiceSnap the totals update as you type and the free preview PDF shows the finished invoice.
Is pressure washing taxable in Pennsylvania?
Washing a building is. The Department of Revenue's statement of policy on building cleaning, 61 Pa. Code §60.1, lists among taxable building cleaning services: "Siding or exterior cleaning of a building, including the pressure washing of a building." The state's business portal says the same for houses and businesses alike: "Residential and commercial building cleaning services are subject to sales tax in Pennsylvania." and "You will need a sales tax license to collect and remit sales tax on your cleaning service." Driveways and patios are a different question, below.
Is driveway pressure washing taxable in PA?
§60.1 doesn't say, and we found no Department answer on it. The rule taxes cleaning "on a building or inside of a building", and defines a building as "A structure which usually has a roof and walls and is intended to be permanently affixed to real property." A driveway or patio isn't that, and the rule's list of services that are not building cleaning includes "Driveway sealing." and "Sandblasting real property; pointing of bricks." The example reads that as no tax on lines 3 and 4. That is our reading, not a Department ruling; if the Department saw it differently, the example's tax would be 7% of $817.00 = $57.19.
What sales tax rate do I charge for pressure washing in Pennsylvania?
The Department of Revenue: "The Pennsylvania sales tax rate is 6 percent. By law, a 1 percent local tax is added to purchases made in Allegheny County, and 2 percent local tax is added to purchases made in Philadelphia." The example is in Allegheny County (Pittsburgh), so 7%. Everywhere else in the state it's 6%. We did not check which county's rate applies when your shop and the customer's house are in different counties.
Can I put the whole job on one line?
You can, but in Pennsylvania the whole line is then taxed. §60.1: "The failure to separately state taxable building maintenance services or building cleaning services from other nontaxable services on the invoice requires the charging of tax on the total invoice amount." The example's job as one $817 line would carry 7% of $817.00 = $57.19 of tax instead of $38.15. Separate lines for the house and the flatwork are what keep the driveway and patio out of the tax.
Do I pay sales tax on the soap and chemicals I use?
In Pennsylvania and Texas, yes. §60.1 lists among the property "taxable when used in the performing of building maintenance services or building cleaning services" "Cleaners and soaps." Texas publication 94-111: "You must pay tax on all soap, cleaners, chemicals, materials, supplies, and equipment used to perform your services." In Florida, Rule 12A-1.0091: "Cleaning service providers are considered the ultimate users or consumers of the tangible personal property sold to them and used in connection with their service". So the sodium hypochlorite, surfactant and post-treat you spray are taxed when you buy them, in all three states.
Is roof cleaning taxable in Pennsylvania?
The roof is part of the building, so a roof soft wash falls under the building cleaning rule on our reading of §60.1; the rule doesn't name roof washing. The Department's answer on snow removal points the same way for roofs and gutters: "If the snow removal is from a roof and/or gutters, sales tax is to be charged, as that would qualify as taxable" building cleaning and maintenance. Gutter faces are taxed in the example (line 2) for the same reason.
Is pressure washing taxable in Texas?
Yes, on houses, sidewalks and parking lots, and on equipment. The Comptroller's publication on cleaning and janitorial services (94-111): "Pressure washing buildings, sidewalks, and parking lots is taxable as building or grounds cleaning (see Rule 3.356, Real Property Services)." and "Pressure washing is taxable as the restoration or maintenance of tangible personal property (see Rule 3.292, Repair, Remodeling, Maintenance, and Restoration of Tangible Personal Property)." Rule 3.356 covers residential and nonresidential property and names "cleaning or washing sidewalks, parking garages, or parking lots" among its examples. A Texas version of the example would tax every line: in Dallas, 8.25% of $817.00 = $67.40.
Do I charge tax on pressure washing if I'm self-employed in Texas?
Yes. Texas exempts a self-employed person doing traditional household work such as housekeeping or babysitting, but publication 94-111 adds: "The tax exemption does not include other types of real property services provided by self-employed individuals to residential customers." Rule 3.356: "Persons performing real property services must obtain a tax permit and collect and remit sales or use taxes on all charges for real property services."
Is pressure washing taxable in Florida?
No, not as a cleaning service, on homes or businesses. Rule 12A-1.0091, subsection (4): "Pressure cleaning (power washing) of the exterior of a building, or of parking lots or parking structures, is not taxable as a cleaning service." And for homes: "Residential cleaning services are not taxable." Florida taxes only the cleaning its statute names: "Nonresidential cleaning, excluding cleaning of the interiors of transportation equipment, and nonresidential building pest control services (NAICS National Numbers 561710 and 561720)." A Florida version of the example would have no tax line: $817.00.
Is window cleaning taxable in Florida if I wash a storefront?
Yes, on a nonresidential building, even though the pressure washing on the same visit isn't. Rule 12A-1.0091's list of taxable nonresidential cleaning services ends with "Window cleaning (interior or exterior)". So on a Florida shop invoice, put the window cleaning on its own line and tax it, and leave the pressure washing untaxed. We did not check Florida's county surtax, so we give no rate here.
Is soft washing taxed differently from pressure washing?
None of the sources on this page draw that line. Pennsylvania's rule names the result, "Siding or exterior cleaning of a building", with pressure washing as one example; Texas publication 94-111 says "Pressure washing" and Florida's rule says "Pressure cleaning (power washing)". A low-pressure soft wash of siding is still exterior cleaning of a building in Pennsylvania on our reading. In Florida, we found nothing on soft washing as such.
Should I bill by the square foot or a flat price?
Either. The example uses a flat price for the house and square feet for the driveway and patio, which is how the line items are easiest to check: the customer can see 960 × $0.20 = $192.00. Write the measurement in the notes or the description. The prices in the example are made up; we did not research typical pressure washing rates.
Is pressure washing taxable in Wisconsin or other states?
We did not find a Wisconsin Department of Revenue page that names pressure washing or power washing, so we don't answer for Wisconsin here, even though people search for it. We did not check other states. Each state decides whether cleaning a building, a driveway or a vehicle is taxable.
